As the SCO Division Chief, directs work activities through subordinate supervisors/leads with responsibility for providing advice, accountability, and expertise to higher management and/or senior leadership on a continuous basis. Exercises control over the organizational element by providing direction, planning, and leadership for assigned subordinate personnel. The Air Force Civilian Service (AFCS) is looking for a Supervisory IT Specialist (PLCYPLN) NH-2210-04 to work at Air Force Materiel Command (AFMC) in the 78th Directorate at Robins AFB, GA. This federal job offers a rewarding and exciting career with benefits. - Exercises 2nd level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more during duty time. Plans work to be accomplished by subordinate supervisors/leads, sets and adjusts short and long-term priorities, and prepares schedules for completion of work. Assigns work to subordinate organizational elements based on priorities and consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to subordinate supervisors/leads on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees and provides or arranges required development and training. Finds ways to improve production or increase the quality of the work directed. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. - Directs, leads, plans, organizes, and manages Cyberspace, Information Technology (IT), and Knowledge Management (KM) programs and activities. Leads provision of essential Cyber, IT, and KM services for and directs operational support to a very large organization (typically a host Wing or installation). Makes major recommendations comparable to authorizing significant internal and external program and policy issues affecting the overall organization. Recommends restructuring, reorienting, and/or recasting of immediate and long range goals, objectives, plans and schedules to meet substantial changes in legislation, program authority and/or funding. Provides major recommendations to determine which projects or programs segments to be initiated, curtailed, or dropped. Makes major recommendations on resources to devote to particular programs, especially when staff-years and a significant portion of the organization’s budget are involved.

  • Makes periodic, comprehensive assessments and evaluations of program goals/objectives which provide a basis for long and short-range planning to enhance the organization’s support capabilities. Directs, leads, integrates, and coordinates the collective efforts of a multi-disciplined staff assigned to support Cyber, IT, and KM programs. Establishes, revises or reviews policies, procedures, mission objectives, and organizational design to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements
  • Represents the organization in a variety of installation and functional area activities. Establishes, develops, and maintains effective working relationships with other organizations, outside agencies, and senior leadership. Delivers presentations on status of programs, accomplishments, problems, and requirements for support to senior military officers and civilians. Leads or participates in special projects and initiatives to determine appropriate recommendations for unresolved or questionable problems and performs follow-up.
This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

ADDITIONAL POSITION REQUIREMENTS:

  1. Employee must meet or be capable of meeting DefenseAcquisition Work Improvement Act (DAWIA).
  2. Employee is expected to meet Continuing Acquisition Education requirements.
  3. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  4. May be recalled to duty after normal duty hours; may be required to work overtime.
  5. Incumbent may be required to work extended and/or irregular hours, outside of the normal business hours.
  6. Incumbent maintains the appropriate security clearance.
  7. Incumbent works in a high-stress office environment.
  8. This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  9. Employee may be required to submit an initial and annual SF-450(Financial Disclosure) in accordance with the
Joint Ethics Regulations. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):
  1. Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex cyberspace, information technology (IT), and knowledge management (KM) activities. Skill in developing new theories, concepts, principles, standards, and methods in the specialty area(s).
  2. Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating IT programs with other programs of equivalent scope and complexity as well as those involving other technical, financial, organizational, and administrative factors. Ability to collaborate at appropriate levels with organizations both inside and outside AFMC, the Air Force, DoD and its agencies, and the Federal Government.
  3. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Skill in planning, organizing, and directing the functions (as well as mentoring, motivating, and appraising the staff) of an organization through subordinate supervisors. Ability to develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization.
  4. Knowledge of DoD financial planning and programming processes, Federal budget cycles, project/program management, acquisition planning, and contracting methodologies sufficient to identify and defend requirements, integrate activities, and lead teams to meet cyberspace, IT, and KM mission requirements throughout the command and in inter-agency environments. Ability to analyze, plan, and adjust work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
  5. Knowledge of current and new cyber/IT systems architectures, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices and methodology across the Government, private industry, and academia. Ability to advise other IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or result from the employee's leadership.
  6. Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), serve as senior consultant to agency management officials, prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements for senior military (General Officer/SES), government, and private sector management officials.
