Location: Dallas, TX | Hybrid or On-Site Reports To: CEO

Tower Communications Expert (TCE) is a recognized leader in the telecommunications industry, specializing in the construction, upgrade, and maintenance of wireless infrastructure—from macro towers to small cells, fiber, and microwave systems. We set the bar for safety, quality, and performance in the field and back office alike. At TCE, we’re united by our mission to keep people connected—and we live it every day with grit, pride, and continuous improvement.

Role Summary
We're seeking a hands-on, strategic HR Manager who can own and execute all facets of the human resources function—building policies, supporting people, and scaling culture in a growing, fast-paced telecom construction environment. This role is perfect for a detail-oriented and people-savvy HR professional ready to roll up their sleeves and be a true business partner to field leaders and executive management alike.

Key Responsibilities

Strategic & Operational HR

  • Build, improve, and maintain HR systems and policies that support company goals and compliance
  • Serve as a trusted advisor on employment law, organizational development, and change management
  • Help define and implement workforce planning, succession, and retention strategies

Talent Acquisition & Onboarding

  • Lead end-to-end recruitment processes, from role scoping to offer
  • Collaborate with hiring managers and promote employer branding
  • Create high-impact onboarding programs that drive retention from day one

Employee Relations & Culture

  • Foster a respectful, inclusive, and engaged workplace culture across all roles—from field to office
  • Proactively manage employee relations, performance issues, and conflict resolution
  • Support employees through leave management, return-to-work plans, and accommodation processes

HR Operations & Compliance

  • Oversee and optimize our HRIS (Paylocity) and ensure accurate records
  • Develop and enforce HR policies and the employee handbook
  • Ensure compliance with federal, state, and local employment laws
  • Manage benefits administration, workers’ compensation, and renewals

Learning & Development

  • Identify skill gaps and coordinate employee training and leadership development
  • Support performance management cycles, including evaluations and coaching plans

What We Offer

  • Competitive salary and benefits (health, life, disability insurance, PTO)
  • Opportunity to shape and grow the HR department in a thriving company
  • Supportive and collaborative team culture
  • Clear impact and visibility in a purpose-driven organization
Requirements:

Minimum

  • 5+ years of experience in human resources, with at least 2 years in a generalist or leadership role; telecom or construction industry experience strongly preferred
  • Strong working knowledge of U.S. labor law and HR best practices
  • High emotional intelligence with excellent communication and problem-solving skills
  • Critical thinking and creative problem solving to solve complex HR matters
  • Proven ability to handle confidential information with integrity and sound judgment
  • Bachelor’s degree in Human Resources, Business Administration, or related field

Preferred

  • Experience with G Suite and Paylocity or other HRIS and collaboration tools
  • Spanish fluency is a plus
  • HR certifications such as PHR or SHRM-CP are preferred
