Position Overview

The Division of Mental Health is seeking to hire an Assistant Business Administrator for the Elizabeth Packard Mental Health Center located in Springfield, Illinois. The Assistant Business Administrator will plan, organize, and evaluate the activities of fiscal supports services, including Placement Resources and Property Control/Stores. Serves as a working supervisor. Monitors Personal Services appropriations expenditures and prepares Personal Services reconciliation statements. Serves as back-up to the Chief Payroll Officer.

Job Responsibilities

  • Serves as Assistant Business Administrator.
  • Serves as a working supervisor.
  • Assists the Business Administrator in directing the activities of Fiscal/Support Services, including reviewing and approving facility expenditures, banking needs, signing checks, and corresponding paperwork for purchases.
  • In the absence of the Accountant Supervisor, performs professional accounting work required in the maintenance of the statewide computerized accounting system.
  • Serves as backup to the Chief Payroll Officer.
  • Performs other duties as required or assigned which are reasonable within the scope if the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with a major in Business Administration or a related field.
  • Requires two (2) years professional supervisory business experience such as might be obtained as a Business Administrative Specialist or successful completion of a training course approved by the agency.

Preferred Qualifications

  • Two (2) years of professional experience in accounting, auditing, budgetary planning and control or public accounting and support services for a public or private organization.
  • Two (2) years of professional experience planning and directing fiscal and business services.
  • Two (2) years of professional experience coordinating annual inventory for a public or private organization.
  • Two (2) years of professional experience monitoring personal services appropriations expenditures, preparing reconciliation statements and annual budgetary spending plan documentation.
  • Two (2) years of professional experience analyzing a variety of accounting data and creating reports.
  • Two (2) years of professional experience communicating effectively both verbally and in writing to a large variety of people.

Conditions of Employment

  • Requires the ability to utilize office equipment, including personal computers.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
